Re-read the article, it comes out 2 weeks before XBL and then at the end of January the same timing as XBL it's released as free. C'mon Steve, don't be dumb.
If people end up reading the finer details you'll see that it eventually comes out as free. So... if you want a sneak peak before other people this makes sense. If you don't well you get it free either way.
